Who is L. Franklin Hackney CPA, PLLC

L. Franklin Hackney CPA, PLLC is owned and operated by Lawrence F. Hackney CPA. I personally bid and perform all professional services provided.

After spending approximately 7 years in Public Accounting, Corporate Internal Audit, Controllership and Operations Management positions, I began my practice as a sole practitionership in Houston, TX in August 1995. In March 1997, I moved the practice to Dallas, TX to widen my client base and renew many of my professional relationships formed while in Public Accounting. In January 2000, the practice returned to Houston, TX and formed as a professional limited liability company (PLLC).

My client roster consists of corporations of varying sizes and industries with projects of varying length and complexity. Many of my clients have requested my help in integrating mergers and acquisitions from an Accounting and Operations Managment focus. Others have needed help in developing financial models for Wall Street guidance and illustrating strategic 'what-if' scenarios around their business. Still other clients have needed help preparing for annual or special audits. Educated in Accounting, experienced in Operations, widely developed computer skills and an entrepreneurial spirit, I have been able to approach tasks and assignments with a unique perspective. With almost eighteen (18) years of professional experience, I have been able to provide solutions to my clients' needs.

Flexibility has been one of the keys to providing outstanding client service. I maintain a high-speed network of computers in my office which allows me 24 hour access to my clients and my clients access to me. With proper authority and permissions, I am able to work on assignments from their offices, my office or wherever I need to be. My network features large capacity hard drive storage along with broadband cable internet service to download large client files as needed. I also carry a Blackberry to access client e-mail, voicemail and mobile telephone service.

When to Hire an Independent Consultant

Ideally, we would have the time and resources to complete tasks as they arise and continue to handle the day-to-day operations which earn our companies money. Frequently not possible, this is where experienced, qualified, self-sufficient help becomes necessary.

  • Mergers & acquisitions require extensive operating data analysis and pro-forma modeling.
  • Annual or special purpose audits require pre-audit preparation or post-audit cleanup.
  • Special projects arise requiring a specific skill set with a definite beginning and ending period.
  • New corporate financing, including initial public offerings (IPO), debt issuance, etc., require the creation of tools such as financial statement models to create 'what if' scenarios to aid management and provide insight to market analysts and direct capital spending.
  • Rapid expansion or peak season cause day-to-day resources to fall behind.
  • Temporary projects do not justify commitment to increased FTE salary and benefits expense.
  • Rapid changes necessitate external evaluation of internal controls.
  • Existing back office systems prove to be inadequate; re-design is required.
  • An interim or assistant controller is needed to step in to supervise a transition.
  • Unreconciled corporate accounts require immediate disposition.

By their very nature, most of these projects are temporary, ranging from several weeks or months. Justifying the addition of full time employees (with all of the incumbent obligations) under these circumstances is questionable. Independent consultants are the best cost-efficient alternative. Eliminating income tax matching, health care insurance costs, and other FTE benefits further delineate the preferred simplicity of contracting an independent consultant.
